Decision of the Academic Council Regarding the Partnership with the University of Burundi

This decision follows the recommendation of the Committee on Compliance with International Law and Dual-Use Issues, which was consulted regarding the proposed signing of an institutional agreement between ULB and the University of Burundi and examined the risks associated with such a partnership.

The main argument underlying the CoA’s decision is based on the observation that, given the current context, it would be difficult, if not impossible, to carry out a project with complete independence and without discrimination, which would expose participants to violations of fundamental rights. The CoA also highlights the risk of pressure being exerted by the current authorities on Burundian partners.

To ensure the continuity of projects already underway, the CoA has provided for a transition period to allow for their completion. Its decision does not affect individual academic relationships with colleagues at the university in question.
 

The CoA invites any member of the academic community wishing to initiate an institutional project with another Burundian institution to write to the Committee’s point of contact in advance.

Furthermore, should the situation change in a positive and substantial way, a reassessment of partnerships with the University of Burundi might be considered.


About the Committee on Compliance with International Law and Dual-Use

The purpose of this Committee is to ensure that the ULB’s international relations are established through partnerships that uphold values related, in particular, to compliance with international law and dual-use regulations. Its authority is limited to institutional partnerships—that is, those that involve the university as an institution.
The Committee has no decision-making authority; it issues recommendations, which are submitted to the authorities and/or the Academic Council, who decide whether or not to implement them.
