The first part of the course provides an introduction to the main public management principles, concepts and tools, as well as a better understanding on how public sector organizations work (politico-administrative structures, governance arrangements, relationships with the global ecosystem). Students will explore, through six theoretical sessions and readings, how public sector organizations address and manage their day-to-day operations, service provision to citizens, and how they deal with the current health, climate and energy crises. Certain sessions will be presented by external experts, both academic and practitioners.

The second part of the course focuses on the communication aspects of public management. These four sessions will be divided into two complementary sub-parts. The first one will highlight the main principles, rules, objectives and evaluation of public sector communication, focusing more particularly on digital communication (e.g., social media). The second one will focus on the communication strategies developed by cities and regions to promote their places. Here, the place branding and marketing notions will be addressed through the existing literature as well as concrete cases, in Europe mainly.

- Acquire knowledge on the key principles and logic of public sector management

- Understand the development and use of management tools in public sector organizations

- Understand the principles, rules and functions of public sector communication, as well as the key elements related to the digitalization of communication practices in the public sector

- Acquire knowledge on the tools and strategies deployed by cities and regions to promote themselves

- Soft skills: Presentation and discussion of scientific contributions / Write a policy note on a specific case

Connaissances et compétences pré-requises ou co-requises

No prerequisite needed for students that have access to the MA in Economic Governance and Public Policy in Europe.
